This classic Paraguayan provisional issue from 1904 features the national emblem — a vigilant lion beneath the liberty cap with the motto “Paz y Justicia” (“Peace and Justice”). Originally denominated 2 centavos in olive green, the stamp was later surcharged “Habilitado en 5 Centavos” in bold black type to address a postal rate change or shortage of higher-value stamps. The overprint and horizontal black bar indicate revaluation and repurposing of existing stock — a common practice in early 20th-century Paraguay. Such issues are prized for their historical postal adaptation and striking dual typography.
